Project description and sector The African continent has been suffering from
crises and conflicts for decades. Major, but often neglected, structural reasons
are the inadequate delimitation (definition of borders between states) and
demarcation of the national boundaries in Africa (visual marking of borders
between states).
The Berlin Conference in 1885/86 drew the basic borderlines on the African
continent, which still holds today for the most part. Both the colonial powers
and today's independent states, however, omitted to demarcate and delimit the
borders. At the present time, only about 25% of African terrestrial and far
fewer of the maritime borders have been marked out.
The most familiar conflict due to undefined national boundaries is the
smouldering border dispute between Ethiopia and Eritrea. Besides this well known
example, however, many other African states or some of their sub-regions wage
similar conflicts, which the nations themselves are often unable to settle.
Particularly the discovery of mineral deposits in undefined border regions
heightens the potential for conflict on the African continent. Some examples of
border disputes over resources are those between Nigeria and Cameroon (1974,
1981, 1991), between Gabon and Equatorial Guinea (1974) and between Botswana and
Namibia (1998). At present, another violent conflict is in the making at the
border between Uganda and DR Congo (Lake Albert), where there are probable oil
fields on both sides of the unmarked national boundaries.
Over the last few decades, various initiatives have been taken by the
Organisation of African Unity (OAU) and some nation-states to settle African
border problems. These proposals have not been implemented so far, however.
Following the transition from the OAU to the AU, the issue of border management
was readdressed with great determination at Pan-African level. During a meeting
of experts in Bamako (March 2007) and a meeting at ministerial level in Addis
Ababa (June 2007), initial modalities were drawn up for the AU to implement its
own programme for border management, the African Union Border Programme (AUBP).
Another expert workshop, which took place in Djibouti in December 2007, set out
a provisional implementation plan for AUBP and still attests to the constructive
momentum and determination in AU to solve the African border problem.
At present, Germany is the only international partner engaged in implementing
the border programme. Other development partners have, however, voiced keen
interest in supporting AUBP (including the EU, Italy, Netherlands, United
Kingdom, Brazil and Finland).
The German Federal Government has a long history of cooperation in Africa and
with the AU. In this context, the German Federal Foreign Office supports the
AU's efforts in border management.
GTZ (German Technical Cooperation) has been working closely with the AU
Commission and has provided technical and financial assistance to its Border
Programme. The German African Border Project (GABP) was established in early
2008 to support the work of the AU Border Programme. Implemented by GTZ on
behalf of the German Federal Foreign Office, the German African Border Project
reflects the multi-focus, multi-level approach of the AU Border Programme:
delimitation and demarcation, cross-border cooperation and capacity development
on the supra-national, national, regional and local levels.
While the German African Border Project is steered and coordinated from Addis
Ababa, home of the AU headquarters, GTZ offices throughout Africa support the
implementation of the different projects with local state and non-state actors
in the respective countries, building on synergies and strengthening
relationships.
One specific element of the German support to the AUBP is the establishment of
the African Boundary Information System (AUBIS), an online database which aims
at giving an overview about the status of border delimitation and demarcation
all over Africa while relying on data-input from the member states. The first
phase of the AUBIS was concluded in 2009. The continuation of the AUBIS in 2010
and 2011 was discussed during a workshop with the pilot countries (Mali, Burkina
Faso, Mozambique, Zambia, Tanzania, Malawi) supported by the GABP. The main
result of this workshop was the decision to make available on the web a Geo
Information system for the AUBP. This will on the one hand facilitate the
communication between the AU and its member states and on the other hand inform
the public in Africa about the project. The plan for 2010 is to develop as far
as possible a web based Geo information system with the six pilot countries. For
2011 a further development of the application is planned with the aim to include
the remaining member states into the system and make the BIS available for them.

Please note: The application of the Capacity WORKS management model is an
integral component of the contract and therefore forms part of the Terms of
Reference. In the technical assessment of the offers, emphasis is placed on
ensuring that Capacity WORKS has been adequately taken into account. It is
important that the relevant personnel (team leader, backstopper) undergo
training with a GTZ-accredited provider before the start of the project.
